The last time a company wanted to hire me for something similar there were 2 things that they never wanted to go into specifics on: defining a project scope and financial compensation. Needless to say, that project never went anywhere (no, I'm not going to build you something custom that you're going to lock up as proprietary technology while not getting paid to do the work).
